Dear Resident/Business Owner,

Your street has been selected to receive a preventative maintenance treatment as part of the Turtlecreek Township Road Department Annual Pavement Management Program. The chip/seal application will be completed by contractors working for the Township under the supervision of the Road/Maintenance Supervisor.

What is a chip seal and why is it used?

Chip seal is a pavement sealant made up of a mixture of asphalt binder and rock chips. This mixture is then spread over existing pavement and compacted to create a new, smooth surface. Chip sealing is applied to streets that are in relatively good condition but have begun to deteriorate. It is a cost-effective method used to prolong the useful life of the street and delay more expensive types of rehabilitation.

How is chip seal applied?

Chip Seal – Scheduled for August 25, 2025

Once chip seal activities begin, the streets will be swept to remove any vegetation and debris.

An application of asphalt-type material and chip material will be applied. This process does not require full street closure but may result in temporary delays.

All vehicles must be removed from the street during this work.

Access to residences and businesses will remain open.

"No Parking" signs will be placed at least 48 hours prior to any work.

After the initial chip seal application has set, any loose chip material will be swept.

The chip seal material can be driven over within hours of application.

What is chip seal?

“Chip Sealing” is a common pavement maintenance practice that extends pavement life and provides a safe driving surface and is cost effective.

How are Chip Seals Different from Asphalt Overlays?

The difference is in the construction method. Hot Mix Asphalt pavement is produced by heating liquid asphalt and mixing it with aggregate, with the mix then spread and compacted to form a durable road structure and riding surface. Chip Sealing uses the same ingredients as asphalt paving, but the construction method is different. With chip seals, a film of heated asphalt liquid is sprayed on the road surface, followed by the placement of small aggregates ("chips"). The chips are then compacted to orient the chips for maximum adherence to the asphalt, and excess stone is swept from the surface. The ingredients of hot mix asphalt and chip seals are the same; only the construction methods are different. Sometimes a thin asphalt “shim” is performed before the chip seal process, this fills in wheel ruts and deformities in the roadways, we try to complete a chip seal before this is needed.

Why Use Chip Seals?

1.  Chip Seals provide the Turtlecreek Township Road Department with the opportunity to maintain the roads at an exceptionally low cost.

2.  A chip seal is about one fourth to one fifth the cost of a conventional asphalt overlay.

3.  By extending the time between asphalt overlays, chip seals result in lower costs over the long term.

4.  By placing a chip seal sooner than an asphalt overlay would be placed, the traveling public benefits from roads maintained in better condition.

5.  Chip Seals eliminate the need to crack seal.

6.  Chip seals enhance safety by providing good skid resistance.

7.  Chip seals provide an effective moisture barrier for the underlying pavement against water intrusion by sealing cracks in the pavement.

8.  Chip seals prevent deterioration of the asphalt surface from the effects of aging and oxidation due to water and sun.

9.  In hot weather, chip seals re-seal cracks by flowing back together.

Loose stones?

Loose stones will be swept over a 1–2-week period, the road will look like any other asphalt road after about 3- 4 weeks of traffic.
